高瑶は「すべては人を知ること、民をなだめることにかかっている」と言った。 禹は言った。「ああ、皇帝が人を知ることは難しい。人を知ることは知恵であり、人を任命できることである。民をなだめることができるのは仁であり、民はあなたを愛する。あなたが賢く仁であるなら、なぜ桓斗を心配するのか？なぜ幽廟に移るのか？なぜ口達者でへつらうのが上手な孔仁を恐れるのか？」

Gao Yao said: "Be lenient but cautious, be gentle but stand firm, be willing but respectful, be chaotic but respectful, be perturbed but resolute, be straight but warm, be simple but honest, be firm but blocked, be strong but righteous. Show that there is a constant, it is auspicious! Daily proclaim the three virtues, day and night clear and bright, have a family; daily strictly respect the six virtues, bright and brilliant, have a country. Accept and give, the nine virtues are all in service, and the talented and prudent are in office. All officials are in harmony, all craftsmen are in time, care about the five stars, and the people are in harmony. Do not teach and indulge in desires, and the country will be diligent and conscientious, one day and two days are thousands of things. There are no vacancies in the officials, the work of heaven, people will replace it. Heaven has rules, and it has commanded us to have five rules and five virtues! Heaven has etiquette, and I have the five etiquette! Colleagues are respectful and harmonious! Heaven has virtue, the five clothes and five chapters! Heaven punishes the guilty, the five punishments and five uses! The government is prosperous!" "Heaven is wise, and I am the wise of the people.
